Reformulation of Digital Protection Against Loan Crime Illegal Online as a Pillar of National Defense in the Cyber Era

The phenomenon of illegal online lending crime in Indonesia has developed into a multidimensional threat that damages the economic, psychological, and social structures of society. This study aims to formulate an adaptive digital protection strategy as an integral part of the national defense system in the cyber era. The main problems identified include the increasing number of illegal lending entities, weak financial literacy of the community, and dysfunctional coordination between institutions in handling digital crimes. Through the literature review method, this study examines empirical data from state institutions, investigative reports, and digital propaganda theory to identify communication patterns used by illegal lenders. Propaganda strategies such as glittering generalities, emotional appeal, repetition, influencers, bandwagon, and the use of fraud have proven effective in misleading the public, especially the productive age group with low digital literacy. The main findings of this study indicate that weak institutional synergy and low protection of personal data are crucial factors in fostering the digital crime ecosystem. The proposed reformulation of digital protection includes strengthening cyber regulations, integrating cross-sector reporting systems, and increasing community-based digital literacy. This study recommends the formation of a National Task Force, ratification of the Illegal Fintech Law, and digital literacy education as preventive efforts. With a multidimensional approach, digital protection is not only a technical defense tool but also a reflection of the nation's capacity to maintain an inclusive and sustainable national defense
