Evaluation of Regional Apparatus Bureaucratic Reform in Support of the Acceleration of Bureaucratic Reform of the East Java Provincial Government in 2024

This research aims to evaluate the implementation of bureaucratic reform of the regional apparatus in supporting the acceleration of the 2024 East Java Provincial Government Bureaucratic Reform. Bureaucratic reform of the regional apparatus is seen as a strategic step to improve performance through strengthening accountability, transparency, and efficiency of governance. The research approach used is qualitative descriptive, through indicators of the level of community satisfaction, employee effectiveness and accountability, government transparency, the impact of bureaucratic reform on governance, and the sustainability of reform programs. Data was collected through document studies, community satisfaction surveys, and interviews. The results of the study show that the implementation of bureaucratic reform in most of East Java's regional apparatus has increased efficiency, transparency in budget management, and accountability of ASN performance, which is marked by an increase in the performance score of regional apparatus during 2022–2024. However, there are still constraints on human resource readiness, digital infrastructure gaps, and resistance to changes that affect the sustainability of reforms. The recommendations of this study include strengthening employee capacity through continuous training, accelerating the equitable distribution of digital infrastructure, and cross-level political commitment to ensure the sustainability of adaptive, transparent, and accountable bureaucratic reforms
